"Dear Fellow Residents,

Our Town is a wonderful place to live. We treasure the natural beauty and small town atmosphere
of our community. But our Town is growing and some serious safety concerns are growing
as well.

Truck traffic on Ripley Hill Road, a thoroughfare never designed to handle 18-wheelers,
is an Avon Mountain waiting to happen. I have raised this issue with my fellow Selectmen
and we have taken action to press state officials to act before tragedy strikes.

Just imagine one out-of-control tractor-trailer careening down Ripley Hill as school
is being dismissed and buses are waiting to pick up students. Truck Traffic is also a
concern as our Town sits squarely on the bypass route from Rte. 8 in Winsted to
Bradley Field. Before this traffic get completely out of hand, we must work with our
elected state officials to plan for safe, manageable traffic patterns through our Town.
Increased law enforcement is also a part of the solution.

Another safety concern for Barkhamsted is the availability of water to fight home and
property fires, particularly as the number of residential and other structures continues
to expand. I've worked hard to have over 20 dry hydrants installed throughout Barkhamsted
to provide easier access to water supplies when emergencies occur.

These are just a couple of the concerns and the actions I've taken as your Selectman
to addresss safety in out Town. With your support, as your First Selectman, I will
continue my work to listen to citizens' concerns to anticipate safety issues facing
us and to take the actions necessary to protect all of our Town's residents.

Bill Downes for Selectman!

William G. Downes IV

Born in 1957 to father William, mother Joan, was raised in West Hartford with 2 brothers
and 1 sister. Conservative values were heavily influenced from parents, dad a dentist,
and mother a congregational minister. Also credits morals/values to scouting where I earned
the rank of life scout. First job was a life guard at Lake of Isles where I first realized
a passion for cooking, picked up on rainy days in the camp kitchen.

Pursued that passion and attended The Culinary Institute of America in Hyde Park NY and
graduated in 1979. Career began in country clubs and then the Sheraton Corp. in 1983 joined
Eastern Foods Company which through several acquisitions became Sodexho Management Services
in 1993. I developed strong communication/negotiating skills and an appreciation for diversity
and respect for people’s opinions through Responsibility for 15 direct reports and clients that
included CIGNA, NASDAQ, Unilever, Dictaphone, and several congregate care facilities.

In 2005 I retired from Sodexho to pursue my American dream and become an entrepreneur.
I created Billy Goat Landscaping in July of 05 and never looked back. Working in the
Barkhamsted area has allowed me the opportunity to rekindle past relationships, form
new ones with young parents with children to senior citizens on fixed income, and have
had many conversations where folks express their concerns.

In 1979 I married my high school sweetheart Cristina Creamer (a resident of Barkhamsted
since she was 5). We moved back to Barkhamsted in 1991to raise our family that now includes:
Karen our daughter, and our son William. We immediately immersed ourselves in community
events that included the playscape at the school, soccer, little league, and Babe Ruth Baseball.

I was first influenced in politics by former supervisor a Vice President that strongly
believed in getting active in politics. I joined the Rowland campaign as a volunteer in his
first run for Governor. In 2005 I joined the town Republican committee and became a alternate
on the Board of Finance in 2007.

"When I was first elected to the Regional #7 Board two years ago,
one of my goals was to garner more support for the school across the
entire community. This, in light of the negativity that often occurs
during budget time. By managing the budget more effectively, this fiscal
year saw the lowest annual increase in fifteen years and we were still
able to add new teaching positions, refurbish our band instruments,
purchase two new fuel-efficient boilers, reinstate the freshmen basketball
program, fund more student clubs, and resurface the tennis courts.

A strong school better prepares our children for the future and also
makes our town a more desirable place to live - raising property values.
If reelected, I will continue to be frugal when it comes to fiscal matters
at Regional; striving for a budget that is fair and equitable to the
students, teachers and administrators, and those that foot the bill for
